UK: Investigate Sri Lankan Rebel Leader for Atrocities
Karuna Case Important for Bringing Justice for International Crimes
(London, November 16, 2007) – The British government should open a criminal investigation into a former Tamil Tiger leader in immigration detention, Human Rights Watch said today. Vinayagamoorthi Muralitharan, known as Colonel Karuna Amman, was a leader of the Liberation Tigers of Tamil Eelam (LTTE) until he split to form his own group.


On November 2, 2007, UK immigration authorities arrested Karuna, a rebel military commander who has long been linked to the summary execution and torture of civilians and the use of children as soldiers. Until leaving the LTTE in March 2004, Karuna was the Tigers’ top commander in eastern Sri Lanka, and the reputed number two in the LTTE hierarchy. Because he had been given a de facto amnesty by the Sri Lankan government and his armed group fought against the LTTE in recent years, it is unlikely the Sri Lankan government would prosecute him.

Security threat in East as internal crisis within TMVP continues

As the internal rift between Karuna Amman and his deputy Chandirakanthan also known as Pillaiyaan worsens a new threat now looms in the Eastern region which was liberated from the Liberation Tigers of Tamil Eelam (LTTE) a few months ago.


The internal crisis came into the open when Pillaiyaan accused Karuna for misusing their political party the Thamil Makkal Viduthalai Pullikal (TMVP). Meanwhile Karuna’s ‘treasurer’ Kuganesan had kept Karuna’s money in different places known only to himself. He was killed with eight of Karuna’s men at Kottawa. With his death it was not possible to trace where the money had been kept for safe keeping and to all intents it now appears that the money cannot be located. Since the death of Kuganesan it is Pillaiyaan who handled the money and supplied cash to Karuna and his family while abroad.


Though Karuna was the LTTE’s Eastern Commander and had been considered as playing a main role in the breakaway faction from the mainstream Wanni group, it now appears that it was Pillaiyaan who played the key role.


The recent clashes, which resulted in the deaths of several loyalists of both Karuna and Pillaiyaan worsened two weeks ago as one of the close associates of Karuna, Thileepan committed suicide when Pillaiyaan’s men tried to take him in to their custody.


Pillaiyan is widely accredited for his battlefield skills and for reorganizing the Karuna group after Amman’s departure in 2004.


With the crisis deepening a person named Krishnapilla or Krishnan from Punguduthivu Jaffna had lived in London since 1970s was brought down to Sri Lanka in order to resolve the internal rift.


However, it is learnt that Krishnan worked in favour of Karuna and as such he was unable to provide a solution and left the country when it became known that Pillaiyaan was hunting for him. Reliable information has revealed that Krishnan and Thileepan were the masterminds instrumental in creating the rifts which led to the divisions in the TMVP.


Two months ago, as the situation was getting worse, Karuna left for the United Kingdom, virtually giving over the leadership of the TMVP to Pillaiyaan. Allegations are now levelled that supporters of Pillaiyaan provided information of Karuna whereabouts to the British Police. Days after the arrest of Karuna, Pillaiyaan had returned to Batticaloa and Ampara and taken control of almost all the TMVP offices in both districts.


Pillaiyaan has a larger group close to 900 cadres which includes prominent leaders like Thuyavan, Devilkanth, Markan, Jeyam, Seelan, Sasi, Sitha Master, Pradeep Master and Ajith. On the other hand Karuna Ammaan had only about 400 cadres including Mangalan Master, Riyaseelan, Bharathi, Veera, Ranjan, Jeeventhiran and Sinnathambi.


Due to the internal crisis and continuing rifts in the TMVP a tense atmosphere prevails in Batticaloa and Ampara districts at the moment. The latest information received is that some international and local Non-Government Organizations have suspended their activities in the area due to the continuing disturbances and threats, though Pillaiyaan had promised these organizations that the crisis in the TMVP would not create problems for them.


It appears that the government defense authorities are unable to control the situation, which now has overtones reminiscent of the period when the LTTE controlled a portion of the eastern region. If the current situation continues the government forces would face a greater threat in case one of the divisive elements re-joins the mainstream Wanni faction.


A risk exists that this would lead to a dangerous situation as there is the possibility of information then been given to the Tigers regarding intelligence members and other military officials.


However, authorities seem blind to the potential danger in the present situation and are unable to solve the crisis, despite giving temporary solutions. Currently, the LTTE had deployed some of its members to the eastern province as well as Colombo in order to create further problems among the dissenting sections and create opportunities forthem to extract vital information from them. It is the time that more definite and positive action should be taken to prevent the present situation in the eastern province from escalating further. Military authorities should not let the present crisis run out of hand as it would indirectly help the LTTE to regain control of the eastern region.


Currently, the country’s military and other intelligence ranks (Lieutenant, Captain and Major ranks) are not provided with adequate security despite threats. Due to this several such officers have left the country seeking asylum in foreign soil.


One military intelligence officer Captain Sanjeewa Karunaratne had to leave the country due to the threat on him and still the threat is there as the LTTE is reportedly persecuting him using its international network. Prisons Commissioner General (Retired) Major General Vajira Wijegunwardane, who is the mastermind of breaking the LTTE into two factions is under constant threat. Both of them were considered LTTE’s main targets. Despite intelligence reports that there is a major threat from the LTTE on Major General Wijegunawardane, authorities have still been unable to provide adequate security for him.


However, before any serious incidents occur it is time to provide a solution to the internal crisis in the TMVP that is threatening the eastern province and before it becomes major issue that would let the Wanni faction to recapture the eastern region.
 
STF recovers claymore bombs, arrests youths in Batticaloa

Special Task Force (STF) troopers on patrol recovered two claymore bombs Thursday morning in Saththurukkondaan and Kaavaththamunai areas in Batticaloa District and arrested two Tamil youths, STF sources said.
One of the claymore devices, was hidden close to the main road in Saththurukko'ndaan, and was recovered by STF troops Thursday at 10:00 a.m. STF later arrested two youths from the area on suspicion of planting the devices.

A second claymore was recovered by Sri Lanka Army (SLA) buried near a lagoon in Kaavaththamunai, Vaazhaichcheanai. The device was intended to be transported to another location Vazhaichcheanai police said.
