How India can resolve the Sri Lankan crisis

There is no purely military solution to problems of insurgency. The only known successful ‘military’ solution to such problems in world history is to be found in the US, namely the genocide of the native Red Indians.

Most civilised nations would balk at such an approach, but short of that, a purely military solution to problems of ethnic minorities will and have always failed. It is, therefore, a little surprising that many have begun to write the epitaph of LTTE and the cause of Tamil Eelam.

It must be clearly understood that the LTTE or V Prabhakaran are not the reason for the turmoil in Sri Lanka, but products of an ideology and circumstances. As long as the cause and the conditions that caused the Tamil revolt exist, peace will be elusive, notwithstanding the claims of an imminent military victory.

India must make Sri Lanka see reason
As some one associated with the Sri Lankan conflict since 1988, I am dismayed at the repeated mistakes on part of all the principal actors in this sordid, blood soaked drama.

On its part the LTTE is being obdurate in sticking to the demand of ‘independence’ that can never become a reality since India does not support it. On the Sri Lankan government’s part, the notion of national unity and integrity is equated with ‘unitary’ form of government, and a federal structure is considered an anathema. This has further legitimised the hard line position of the LTTE.

And finally India, a country that has a major stake in peace in Sri Lanka, has been shy of forcing the Lankan government to move in direction of federalism and autonomy for Tamil areas. Thus in this tragedy, there are only villains and no heroes.

Jan 31, Colombo: Sri Lanka Minister of Construction and Engineering Services Rajitha Senarathna says President Mahinda Rajapaksa who is on the verge of wiping out the world's most ruthless terrorist organization and bringing peace is apt for the Nobel Peace Prize in future.

In an interview with Dinamina, the state owned Sinhala daily, the Minister expressed hope that the Nobel awards committee and the international community would soon focus attention to this matter.

The Minister also pointed out that the Wall Street Journal recently said that the US President Barak Obama had lessons to learn from Sri Lanka President on combating terrorism.

The irascible section of the student community and the advocates groups have also jumped into the churning cauldron. Tamil bloggers, whose numbers have swelled in recent times, were also adding to the passion with their white-hot emotions.

Winning the war and losing the future for the Sinhala South

It's all now a talk of living in a country free of "terrorism". The Separatist Tigers are almost eliminated. Driven to the forests of Mullaitivu and restricted to lick their wounds, till they are completely annihilated as promised by the Defence head. Ruthless and merciless as no other armed organization on this planet earth, the LTTE had to be cornered, tamed and eliminated politically, long before. That not done in a pragmatic manner, we are told "a full scale war" is the only option "within our unitary State". The hard and rigid position of claiming a non-compromising unitary State in a Sinhala dominated country, perhaps left no other option but a war for the majority psyche that believes it owns this plot of marooned land.

Yet, at what cost ? In rupees and cents, the total is huge. It was 130 billion rupees in 2007 plus a supplementary budget that enhanced the defence allocation by another 15 per cent, half way through the year. In 2008 it was 166 billion plus another supplementary budget allocation of 28 billion, making it a staggering 194 billion rupees for the war, with 177 billion budgeted for 2009, for now. Cost of war is not only the allocated annual defence budgets. It is also the cost of rebuilding and replacing the massive destruction caused to buildings, roads, bridges, rail tracks, electricity pylons and other infrastructure, after the war. How many billions more would we need for that ? That in rupees or dollars is not the total lost in this war. Add the productive cost of a society, how ever meagre that may be, that was and is being lost over the years due to war.

Cho Ramaswamy: Yes. We should support them though of course we cannot openly supply them with weaponry and all. We must everything that is possible within certain limits to help the Sri Lankan army to finish off the LTTE. The LTTE will survive as a pure and simple terrorist group but they must lose their military strength. It is in India's interest also and it is in the interest of the Sri Lankan Tamils also.

The Regional Director of Health Services (RDHS) in Mullaithivu, the embattled district in the North of Sri Lanka has urgently appealed for medical assistance today Monday January 26th, as approximately 300 people have been killed in intense artillery barrage.

Dr.T.Varatharajah, the Physician in charge in Mullaithivu has appealed to the Government of Sri Lanka, ICRC, the UN, and the international community for medical supplies and medical teams to be sent to the District to assist the 9 physicians currently serving there.

A spate of attacks on reporters, threats from unidentified groups and the murder of a leading newspaper editor are all jeopardising the future of journalism in Sri Lanka.

Many bright young students say they fear taking up journalism as a career choice in the island nation and a number of experienced journalists have already left the country because of threats to their lives.

The Paris-based Reporters Without Borders (RSF) group has called on the authorities to take steps to end the prevailing climate of fear caused by "government cronies increasing their pressure".

The government has also been criticised by the International Press Freedom Mission, which in a report on Wednesday condemned its "inaction and failure" to take attacks against reporters seriously.

Defeating terrorism must not be at cost of civilian killings - MIA

While there is no room in the world for terrorist organizations, their defeat cannot come at the expense of thousands of innocent civilian lives.

The greatest failing of the Bush administration’s “war on terror” is not its inability to meet its prime objectives (e.g. capturing Osama Bin Laden, eradicating the threat of WMDS in Iraq, and removing Al Qaeda from Afghanistan). Rather, it is that America has given credibility to the act and the notion of pursuing terrorists at all costs.

The Bush administration has decided to ignore the very tenets of democracy (the U.S. constitution, Geneva convention, among others) in pursuit of winning the “war on terror.” In doing so, it sent a very clear message to the rest of the world: all bets are off where terrorism is involved.

Today, we can clearly see the ripple effect. In Sri Lanka, my home country, the Colombo government has massacred hundreds of thousands of civilians in order to eliminate the threat posed by a small yet defiant group widely known as the Tamil Tigers (also known as the LTTE or Liberation Tigers of Tamil Eelam). Make no mistake, the LTTE have engaged in reprehensible terrorist activities that have needlessly taken the lives of both civilians and heads of state. The LTTE’s use of child soldiers and suicide bombers is unconscionable, and has rightly been condemned by the international community. But now the eyeglass must turn to the Colombo government as the conflict enters its 25th year. The war has resulted in what many humanitarian groups are now calling genocide. And sadly, for the Tamil people, time is running out.

Just last month, the New York-based Genocide Prevention Project released a report that listed Sri Lanka among the top eight “red alert” countries currently experiencing genocide conflicts. And Human Rights Watch estimates that between 230,000 to 300,000 Tamil people have been trapped in the Vanni conflict zone by the government, denied food and basic living essentials.

Unfortunately, the truth of the matter is that no one knows how severe the crisis is because the Sri Lankan government has barred foreign media from reporting on the subject and severely limited the presence of humanitarian organizations. And worse, as demonstrated by the recent murder of Lasantha Wickramatunga, a Sri Lankan journalist critical of the war against the LTTE, those that question the government are putting their lives in jeopardy.

Yet other than the UN’s slap-on-the-wrist gesture of stripping Sri Lanka of its seat on the Human Rights Council in May of 2008, the World has remained silent about this emerging humanitarian crisis. What is even more disconcerting is that the global mainstream media has largely ignored the Tamil civilian causalities, and has actually praised the Sri Lankan government for “running an effective military campaign.” Additionally, somewhere along the way the media has managed to portray every Tamil as a Tamil Tiger, including myself.

Tamil Diaspora just watches helplessly as the Tamil genocide in the North of Sri Lanka continues unabatedly. Hundreds of thousands of Tamils are made to wander in the open to avoid bombing from air and ground without food, medicine and proper protection. Daily, one hears about a steady stream of civilian casualties caused by aerial bombardment. Tamil civilians are constantly abused by the armed forces of Sri Lanka in the name of fighting terrorism. Repeatedly Tamils had said they did not want to belong to a nation that had their second class citizenry stamped in the Constitution and imposed with its military. How clearer could they be? Neglected even when a tsunami of a great magnitude devastated their areas and now being cowed down by an imposing military aided by all militaristic nations near and far, the Tamils of Northern Sri Lanka now face extinction. If they were animals they would been granted the status of endangered species many years ago. The white van abductions, media suppression, corruption and fanning of chauvinism go unabated in the Southern Lanka.

More critical is the tragedy of the internally displaced and the ghettoing of Tamil areas in a manner similar to Gaza in the North. .The affected populace is helplessly crying for help. Now that their own fighting force is marginalized so are their pleas for help. The US, by its own bragging, a champion of human rights, is simply not only watching this genocide, but aiding in the deliberate killing of Tamils by the Sri Lankan Government. The overarching theme of fighting terrorism and a perceived need to claim to the world that the US is not just against the Islamic Fundamentalist terror, the machines of defense apparatus are vey keen on seeing to it that the LTTE is eliminated. The formula based, US approach of categorizing terrorists of recent past, now politically challenged by Mr. Obama and Ms. Hillary Clinton and the vigor of fighting the so called terrorists that ensued even by illegal means was the hall mark of the defense establishment. The two-faced nature of US foreign policy, if ever there was a coherent and overt one, emphasizing on one hand, human rights and on the other hand covertly approving such abuses by “ friendly governments” will not definitely subscribe to the necessary moral standards required of a Nation claiming to have a Perfect Union. The eagerness to fight a winning war against so called terrorists by the defense establishment is enhanced now that their war against real terrorists is a losing one. The weakness in this approach is the lack of efforts in building up alternatives to LTTE through grass roots support from affected Tamil populace. Because of biased media, the policy makers cannot see through the fact that, in the Tamil mind, there is no allegiance to the welfare of Tamils by the Sri Lankan government and they had thrown their lot with LTTE. Thus, it is inevitable that a workable peace process could be implemented only through working with the LTTE..

Unlike India, which also grossly aids in this genocide, again in the name of being even keeled about separatists within and outside its borders, the US has legislation that would stop its machinery from aiding the Sri Lankan Government (SLG). India does not heed to the cries of the Tamil Nadu Government who have told the Central Government in unequivocal terms that no help should be provided to SLG. The democracy in India is heavily tilted towards the corrupt powerful with vested interests and it would be difficult for this group to see the success of a grass roots fighting force. The anti-Tamil US-India nexus is primarily driven by the US Embassy, now, largely ignoring the HR 2764 of 2008 and is covert. Sri Lanka observers see a couple of phenomena that would subscribe to the hypothesis of possible covert operations by US resulting in heightened levels of human rights crisis in the Isalnd, in the name of fighting terrorism.

The silence over Mr. Gothabaya Rajapakse’s high-handed approach in all matters of SLG, the repeated appearance of US Commanders in the Island against the spirit of the HR 2764, the treatment of Tamil suspects in Guantanamo style by Sri Lankan military and the constant ignoring by the US Embassy in Sri Lanka as the genocide proceeds would easily point out to a collusion in the Sri Lankan case. The media support for this operation derived through such mechanisms as University Teachers for Human Rights (UTHR), a sabbatical for Hindu Reporters Nirupama Subramaniam in Harvard are also seen as the multi-pronged approach in demonizing the Tamil struggle in Sri Lanka. The efforts of the US in recruiting Indian media help is obvious for everybody to see. The likes of N. Ram of Hindu, Subramaniam Swamy and Cho Ramasamy, supported covertly, continue to portray Tamil struggle as terroristic and nothing more. Not withstanding the real ground truth, these media men would have everybody believe that, the Rajapakse Regime is so caring of Tamils and Tamil rights in the Isalnd. One could easily see the chicanery of N. Ram of Hindu by the award of Sri Lanka Ratna and of the Best Asia Journalist award in 2008 by the SLG which now stands accused of repressing the media and of killing Mr. Lasantha Wickremathunge, the Editor of Sunday Leader.

It is not far fetched to see that the Rapajapkse’s acts of impunity could have been aided by possible US assurances given behind the scenes. The Indian assurances come in the wake of US assurances. Ambassador Blake’s comments in the case of the recent killing of Mr. Lasantha Wickrematunge came very late in the timeline after his near silence on even worse abuses through the white van abduction issues, civilian killings in the North and the human rights and humanitarian crisis in Vanni. The US Embassy in Colombo has not been proactive in ensuring clauses of HR 2764.

It may be good to review the Relevant clauses of the HR 2764 at this juncture. They are: SEC. 699G. (a) None of the funds appropriated by this Act under the heading `Foreign Military Financing Program' may be made available for assistance for Sri Lanka, no defense export license may be issued, and no military equipment or technology shall be sold or transferred to Sri Lanka pursuant to the authorities contained in this Act or any other Act, unless the Secretary of State certifies to the Committee on Appropriations that—

(1) the Sri Lankan military is suspending and the Sri Lankan Government is bringing to justice members of the military who have been credibly alleged to have committed gross violations of human rights or international humanitarian law, including complicity in the recruitment of child soldiers;
(2) the Sri Lankan Government is providing access to humanitarian organizations and journalists throughout the country consistent with international humanitarian law; and

(3) the Sri Lankan Government has agreed to the establishment of a field presence of the Office of the United Nations High Commissioner for Human Rights in Sri Lanka with sufficient staff and mandate to conduct full and unfettered monitoring throughout the country and to publicize its findings. (b) Subsection(a) shall not apply to technology or equipment made available for the limited purposes of maritime and air surveillance and communications.

How did, despite House Resolution (HR) 2764, a US Army Commander show up on the Northern war front of Sri Lanka with the Sri Lankan military brass in December of 2008 ignoring restrictions imposed under Section 699G? Why did not Major General of Pacific Command Tom Conant visit and assess the humanitarian crisis in the North inflicted by military operations by Sri Lanka? He and his colleagues, in contravention to HR 2764 met with army personnel and politicians, now that there is proof that the SLG itself has engaged child soldiers. General Conant met with former rebels who have been accused of recruiting child soldiers. Is this not contravention of Section 699G?

Why is Ambassador Blake very silent about the white van abductions in Colombo and in the Northern part of the Island in public? Why has not the US Ambassador pushed for the reforms expected in HR 2764? What did the State Department do between September 24th when Secretary Boucher expressed concerns about humanitarian crisis and now, through which time there is hardly any movement on the issue? A statement from Ambassador Blake from Colombo would have done more good for HR 2764 compliance than the Statement from Wsahington did not have courage like Ambassador Weerth of Germany to speak against the killing of Mr. Weerathunge. Consistently. The Ambassador had been beating up on the Tamil side, indicating his propensity towards non-compliance with HR 2764.

An example of being in collusion with the Sri Lankan genocide by the small officialdom of the US Embassy is clear by the statement from Deputy Spokesman Robert Wood on attacks on media and the killing of Mr. Lasantha. Wickrematunge. There was no reference to the Vanni humanitarian crisis nor was there any reference to the prior killing of other journalists. This cry from the US State Department is definitely hypocritical. While maintaining silence when scores of civilians continue to get killed and left without any means to mend for themselves in the North to worry only about happenings in Colombo is the utmost crime of this officialdom. It is in this act of imbalance, you see the collusion between the dark and irrational elements of the US defense establishment, the US Embassy in Colombo and the Rajapakse regime.

The basic questions to the US State Department and the Defense Establishment in light of compliying with HR 2764 are:

What have you done regarding implementing House Resolution HR 2764?
Why is the US silent about the Tamil Genocide and why is it aiding and abetting a government engaged in such genocide and human rights violations?
What has the US done to listen to the opinions of ordinary Tamil folks affected by the war?
Now that Kilinochchi is a liberated area and out of LTTE control what is the delay in a visit by US Embassy official to assess the humanitarian crisis there?
Why was the US Embassy always silent about the crisis in Vanni?
Why no help was offered by the US Embassy for war affected people in Vanni? Why was no help from USAID offered in this case?
What is the stance regarding the war affected populace in the North?
If LTTE is a terrorist organization, why is the delay in declaring Sri Lanka a rogue Nation now evidence is available indicating that it qualifies for it?
If HR 2764 prohibits the export of cluster bombs, would not that use by GSL be requested to be stopped?
What us the position of the State Department regarding the use of cluster bombs now that the evidence of such use by GSL is available?
The reforms expected in HR 2764 of Sri Lanka have never taken place. In fact the violations have increased. Repeatedly, the Tamil Diaspora and human rights organizations have indicated that the Sri Lankan crisis is another Darfur. It is sad that the US small officialdom in Colombo, duped by a host government bent on genocide of its minority, faisl to perceive the gravity of the situation. Perhaps, one should live through such terrible conditions in the open, without food and medicine, constantly made to wander and bombed from air to get a sense of this tragedy. I challenge reporters and opinion writers from the foreign media, including the Sinhalese media to reside with the suffering population at least for a week and then report.

Tourists shun war-hit Sri Lanka

A while ago I wrote how one Sri Lankan investor told me that the ongoing conflict between the government and the separatist Liberation Tigers of Tamil Eelam (LTTE) was actually beneficial to his portfolio because the "violence discount" accorded to the country allowed him to pick up assets on the cheap.

Unfortunately, the violence has intensified over the last few months as the government has squeezed the LTTE forces back into the northern tip of the country. And this escalation has started to negatively impact the economy, with tourism , one of Sri Lanka's key industries, severely affected.

Although the reporting restrictions put in place by the government have ensured scant international coverage, tourists have still been scared away in large numbers.

The latest figures from Sri Lanka's tourism board showed that arrivals were down 11pc in 2008 to their lowest level since 2002, when a truce between the LTTE and the government fell apart. Officials believe that 2009 will be just as bad and are forecasting a further 10pc drop in tourists.

My dear all Indians,

Your Prime Minister (at the time) Indira Gandhi and South Indian Tamil Nadu State Chief minister (at the time) M.G.Ramachandran to-gether created a Terrorist group known as LTTE only to carryout Terrorist activities in a foreign country Sri Lanka. Indira provided ten million dollars to LTTE while Ramachandran provided them with military and guerrilla warfare training in South India. India also provided the Terrorist group with necessary arms and equipment, men women and children to conduct Terrorist activities in Sri Lanka.

In the present day Tamil Nadu State Chief Minister Muthuveloo Karunanidi, his daughter Kanimozi, Vaiko, Nedumaran and South Indian film industry openly supporting LTTE in providing fuel,food and medicine, safe haven in South India to the terrorists escaping from the battle field and all othe necessary equipment to continue the terrorist activities against Sri Lanka government. These activities are happening in the past three decades.

As a result through India sponsored terrorism a colossal amount of damage has been done to the public property and valuable assets with over 70,000 people being massacred to death. To-day thousands and thousands of Sri Lankan mothers are lamenting on the loss of their sons. Thousands and thousands of Sri Lankan wives are lamenting on the loss of their husbands. Thousands and thousands of Sri Lankan children are lamenting on the loss of their fathers. Over a period of thirty years the entire Sri Lankan nation is going through a process of mental torture. EXPRESSING IN SHORT AND SIMPLE YOU FILTHY INDIANS DESTROYED MY MOTHER LANKA.

2500 years old Sri Lanka’s history the South Indians invaded my mother Lanka many a time and destroyed the civilisation. So Sri Lankans consider Indians as their one and only enemy. In the past and present Indians remain to be the destructors of my Mother Lanka.

Sri Lanka: Genocide against Tamils

The January 14 announcement by the Sri Lankan government that its forces had completed the capture of the Jaffna Peninsular, effectively bringing all of the historic Tamil nation in Sri Lanka’s north-east under military occupation, was a grim reminder that the Israeli assault on the Gaza ghetto is not the only holocaust at the start of the new year.


The Tamil people have been fighting for independence from Sri Lanka since 1983 when an island-wide pogrom (the most violent of several that had regularly occurred since 1956) convinced Tamils that they would not attain equality or security under the Sinhala-chauvinist state that has ruled Sri Lanka since independence in 1948.


Sinhala is the first language of 74% of Sri Lankans. Most of the remainder are Tamil-speaking. Tamils form the majority in the north and east of the island (Tamil Eelam).

While the government has declared that the group leading the armed resistance, the Liberation Tigers of Tamil Eelam (LTTE), is finished as a military force, this is not the first time their demise has been announced. However, it has undoubtedly suffered a serious setback as a result of the sustained military offensive by the Sri Lankan Army (SLA).

As has been the case throughout the conflict, Tamil civilians have born the brunt of the SLA’s assault.

Regardless of the fate of the LTTE, Tamil resistance is likely to continue for as long as Tamils are ruled by a militaristic, ethnically and religiously exclusive state that rejects their right to exist as a people in their own homeland.

LTTE using Tamils as 'human shields': Jayalalithaa

Chennai (PTI): Accusing the LTTE of using Tamils as "human shields" in the ongoing war with Lankan army, AIADMK Chief Jayalalithaa on Saturday demanded that the Tamils caught in the crossfire should be allowed to go to safer places.

"If they (LTTE) allow the Tamils to go to a safer place, then there will not be any civilian loss," she said here, when asked on the Sri Lankan Tamils issue.

Mr. Ban said too many people had died and there had been too much civilian suffering.”

That almost bears repeating, but I won’t because I don’t believe it. Too many? In the moral dead zone of the human heart, perennially justified as “war” (evoking honor, triumph, glory), there’s no such thing as too much suffering. There’s no bleeding child or shattered family or contaminated water supply that can’t be overlooked in the name of some great goal or strategic advantage, or converted to fodder for the next round of hatred, revenge and arms purchase.

What all of these reactions do, it seems to me, is confer an unwarranted special status on the war, as though it were isolated, without a context any deeper than its accompanying propaganda. This forces us to try to understand the war strictly on its own terms — who started it? who’s the bad guy? who’s innocent? — rather than as an occurrence within a larger, dysfunctional system as deep as human history and as wide as planetary politics.

This war, and the nine or 10 other armed conflicts officially classified as wars that are going on right now — including wars in the Democratic Republic of the Congo (4 million dead since 1997), Darfur-Sudan (500,000 dead since 2003), Somalia (400,000 dead since 1988), Sri Lanka (80,000 dead since 1983), and of course Iraq (possibly a million or more dead) and Afghanistan (35,000 dead) — whatever they are on their own terms, are also symptoms of a human syndrome of self-destruction.

So are the local conflicts on city streets and other jungles that are too small to be called wars. So are the horrific aftermaths of conflicts that have officially ended, including poisoned environments, the ruined health of participants and bystanders, unexploded mines and bombs, the psycho-spiritual traumas that never go away, and the grievances that fester from generation to generation.

What links them in an immediate way is the global arms industry, as corrupt as it is invisible, which does a trillion dollars worth of business annually worldwide, is crucial to every major economy and is therefore served, either with overt collusion or discreet silence, by governments and the mass media.

ICRC fear for Sri Lanka civilians

The ICRC says there should be an escape route for civilians

The International Committee of the Red Cross (ICRC) says that intense fighting in northern Sri Lanka has caused a "massive displacement" of civilians.

It says thousands of people trapped inside rebel-held territory have had to flee several times in recent months.

An ICRC official, Paul Castella, told the BBC that fighting had stopped relief supplies being delivered to rebel-held areas for nearly a week.

He said that there were serious concerns about a lack of food.

Dear Mr. Menon

On the occasion of your upcoming visit to Sri Lanka, Amnesty International calls on you to raise, with your Sri Lankan counterparts, concerns about the safety of civilians trapped in the Wanni, as government forces close in on Liberation Tigers of Tamil Eelam (LTTE) bases in the north-eastern part of the island. We also ask that you discuss the general deterioration of human rights in the country, even in areas not directly affected by the conflict.

More than a quarter of a million people, mostly Tamils, face immense hardship and are running out of safe space in the face of intensified fighting between the two sides. This population of internally displaced persons (IDPs) is trapped between the approaching Sri Lankan security forces and the LTTE, which has imposed restrictions on their ability to leave and is using them as an involuntary pool of recruits and labourers. With the Sri Lankan government’s recent recapture of Killinochchi, hundreds of thousands of people have been compressed into a smaller area and are increasingly vulnerable. As the fighting encroaches on the trapped population, there are fears of a further mass exodus of civilians.

Lack of protection to civilians during fighting

Given the restrictions imposed by both sides on independent media and humanitarian aid workers, there is little independent verification of conditions in the conflict area. Available information suggests that over 300,000 people are experiencing tremendous insecurity and food shortages aggravated by the fact that many of these families have sold most of their possessions to cope with multiple displacements.

In November 2008, Amnesty International drew attention to acute food and shelter shortages facing this population (Amnesty International, Sri Lankan government must act now to protect 300,000 displaced, 19 November 2008). At the time, the organisation welcomed the food supplies that were sent by the Indian authorities. As humanitarian supplies, including those sent by the Indian government, have since dwindled, aid workers express fears that many of the displaced are vulnerable to potential public health problems and are receiving far less calories than the daily recommended allowance. Also, civilians injured in the fighting cannot be transported outside the Wanni for urgent treatment due to road closures by the security forces.

As hostilities have intensified, the LTTE have stepped up its recruitment, especially of younger people. LTTE continue to hinder people from moving to safer places by imposing a strict pass system. In some instances they have forced family members to stay behind to ensure the return of the rest of the family.

Despite assurances by the government of Sri Lanka that the situation is under control, there is evidence to suggest that the authorities lack the capacity to provide the required humanitarian relief to displaced people. Humanitarian access to the Wanni continues to be restricted. Only government-approved food convoys are allowed to enter the area since the authorities ordered the United Nations, and nearly all humanitarian agencies, to withdraw from the Wanni on 9 September 2008.

On 29 and 30 December 2008, an Inter-Agency support mission accompanied the World Food Program-led convoy in order to monitor implementation of United Nations (UN) funded programmes and conduct a needs assessment. The mission noted increased vulnerability of the civilian population due to several factors including: ongoing fighting, new and repeated displacements into an increasingly compressed area, flood damage and reduced capacity and material to address urgent shelter and sanitation needs.

Attacks on media

Away from the front lines, the general human rights situation in government-controlled areas has deteriorated (Amnesty International has previously criticized the LTTE for severely curtailing civil and political rights in areas under their control). Amnesty International is appalled at the increasing instances of attacks on the media, including the recent assassination of the editor of the Sunday Leader, Lasantha Wickramatunge in Colombo and attack on the privately owned Maharaja television/MTV studios in Colombo which was ransacked by a gang who used claymore bombs to damage property.

During your upcoming discussions with the Government of Sri Lanka, you should pay special attention to the severe difficulties facing the people of Sri Lanka. Amnesty International urges you:

To raise issue of the civilian protection and press for urgently needed humanitarian assistance to reach civilians who are trapped between the two sides. Pressure must also be put on the LTTE to allow free passage of displaced families from the Wanni with immediate effect.

To press for international monitors to assess the humanitarian needs of quarter of a million people trapped in the Wanni and to ensure proper distribution of food and other humanitarian assistance, particularly as the fighting pproaches the trapped civilian population.

To raise the issue of attacks on the media and press for impartial investigation into the same.

India urged to raise human rights issues in Sri Lanka

As the Indian Foreign Secretary visits Sri Lanka this week, he has been urged to raise concerns over the safety of displaced civilians trapped in the Wanni, in discussions with the Government of Sri Lanka.

In an open letter to Shivshankar Menon, Amnesty International has asked him to pay special attention to the severe difficulties facing the people caught in the middle of the fighting. The letter points to government forces closing in on Liberation Tigers of Tamil Eelam (LTTE) bases in the north-eastern part of the island.

The letter also calls on him to discuss the general deterioration of human rights in the country, even in areas not directly affected by the conflict.

More than a quarter of a million people, mostly Tamils, face immense hardship and are running out of safe space in the face of intensified fighting between the two sides.

These displaced persons are trapped between the approaching Sri Lankan security forces and the LTTE, which has imposed restrictions on their ability to leave and is using them as an involuntary pool of recruits and labourers.

With the Sri Lankan government’s recent recapture of Killinochchi, hundreds of thousands of people have been compressed into a smaller area and are increasingly vulnerable. As the fighting encroaches on the trapped population, there are fears of a further mass exodus of civilians.

Amnesty International highlighted the situation in November 2008, drawing attention to the acute food and shelter shortages facing the displaced.

At the time, the organization welcomed the food supplies that were sent by the Indian authorities. Humanitarian supplies, including those sent by the Indian government, have since dwindled.

The letter says aid workers fear that many of the displaced are "vulnerable to potential public health problems and are receiving far less calories than the daily recommended allowance.

"Also, civilians injured in the fighting cannot be transported outside the Wanni for urgent treatment due to road closures by the security forces."

Despite assurances by the Government of Sri Lanka that the situation is under control, there is evidence to suggest that the authorities lack the capacity to provide the required humanitarian relief to displaced people.

"Humanitarian access to the Wanni continues to be restricted," says the letter, "Only government-approved food convoys are allowed to enter the area since the authorities ordered the United Nations, and nearly all humanitarian agencies, to withdraw from the Wanni on 9 September 2008."

On 29 and 30 December 2008, an Inter-Agency support mission accompanied the World Food Program-led convoy in order to monitor implementation of United Nations (UN) funded programmes and conduct a needs assessment.

"The mission noted increased vulnerability of the civilian population due to several factors including: ongoing fighting, new and repeated displacements into an increasingly compressed area, flood damage and reduced capacity and material to address urgent shelter and sanitation needs," according to the letter.

Another issue that Amnesty International has asked Mr Menon to address is the increasing number of attacks on the media. The editor of the Sunday Leader, Lasantha Wickramatunge was assassinated in Colombo recently. There was also an attack on the privately owned Maharaja television/MTV studios in Colombo which was ransacked by a gang who used claymore bombs to damage property.

The main recommendations Amnesty International's letter made to Mr Menon were to:

raise the issue of civilian protection and press for urgently needed humanitarian assistance to reach civilians who are trapped between the two sides. Pressure must also be put on the LTTE to allow free passage of displaced families from the Wanni with immediate effect.
press for international monitors to assess the humanitarian needs of quarter of a million people trapped in the Wanni and to ensure proper distribution of food and other humanitarian assistance, particularly as the fighting approaches the trapped civilian population.
raise the issue of attacks on the media and press for impartial investigation into the same.
discuss the general deterioration of human rights in the country, even in areas not directly affected by the conflict.

It was night-time when we were going and I think that we ran into some army people who were lying there. Suddenly there were reports of gun fire and suddenly we all fell down.
A bullet hit my husband and he was instantly killed.

Everyone was crying and shouting. After half an hour, the soldiers came to help us and they took us and the injured and the dead bodies to Kilinochchi hospital and from there we were taken to the IDP camp.

I escaped without any injuries but I lost my husband. We came into army-controlled areas for safety but I have lost my husband. I don't know what I am going to do with my two small children.

I don't know what is going to happen to my family in the future. I am all alone without my husband. As it was too dark I don't know who fired the shots but the army helped us."

I am a patriotic person but I come from both sides of the conflict. My father is Tamil and my mother is Sinhalese. I was brought up in the south but we went on holidays to Jaffna.

Most Sinhalese people worship Tamil Gods. Even the military, before they go to the north to fight, worship in Hindu temples in Kataragama. I am a Buddhist. But in this one country people are fighting each other. Both sides are killing innocent people.

I feel caught by the conflict. Even when the military operation is over, there will still be hardship. I can't support the killing of innocent people - Tamil or Sinhalese. So many people are going through hardship in the [northern] Wanni [region].

I am totally against a separate state but Tamils must have a chance to get some recognition, to show their identity.

All places captured are part of Sri Lanka. Why is it such a big thing? If the government captured Tamil Nadu, then I could see why they might celebrate. Not for Kilinochchi.

Secretary of Defense Gotabhaya Rajapaksa told state owned Independent Television Network that the professionalism of the Sri Lankan security forces has won widespread praise across the world and the Indian Defense Secretary M.K. Narayan called the army commander Lieutenant General Sarath Fonseka the best army commander in the world for his role against capturing back LTTE occupied areas in the North and the Eastern Provinces of Sri Lanka.


“After crushing the Malaysian terrorism in the 1950’s this the first time any terrorism has been defeated and the Indonesian leaders whom I met during my recent visit told me that Sri Lanka has given an important message to the world regarding how to deal with terrorism,” Rajapaksa told a prime time interview that had been co-broadcast by several other TV channels including certain privately owned ones like the Derana, nation wide.


He said when he visited Israel recently he was accompanied by the Director General of the Sri Lanka Navy and the Commander of the Navy of Israel requested thirty minutes with our Naval official to ask him how Sri Lanka has minimized the attacks by LTTE’s suicide boats.

GEORGE TOWN: The Penang Government threw some focus on the conflict in Sri Lanka, reminding Malaysians that violence and war were also occurring in other parts of the world alongside Gaza.

While expressing its anger at Israel for the deaths of innocent Palestinians, Penang said it was also concerned about the deaths of innocent victims due to attacks launched by the Sri Lankan Government on the Liberation Tigers of Tamil Elam (LTTE) or Tamil Tigers.

The following supports are urgently needed.

1. Should be opened to transfer injured civilians to vavuniya hospital.
2. Hospitals are hospital near by side should be attack free zone.
3. Medicines including surgical items should be sent to hospitals from MSD.

Re: ensuring Security of the Doctors and Patients in Wani region.

This is to inform you that, our doctors and patients are now in a pathetic situation as we heard blasts and gun fire near to Wiswamadu area. We received 9 injured civilians on 11th and 5 today at the Wisamadu maternity unit and all are transferred to PTK BH with the help of ICRC.

The ground situation is the same at Puthukudiyirupu BH.

So ultimately we are now not having a secure place to keep our patients for the treatment in Wanni. Adding to this worst ambulance transports between Wani and Vavuniya are frequently interrupted and Due to this condition we had lost 2 patients including one maternal death.

Especially for the maternity care all Wani region now depended in Wisamadu maternity unit and PTK BH. If we dope our services in both places, it will lead more maternal and neonatal mortalities.

Taking this into your kind consideration we are requesting you to locate a secure place in Wani to continue our services.

Also we want to get the official stand of the Ministry of health in regarding to our health services as the war is now spread through out the Wanni. Specifically we are asking whether we have to continue our service or to stop and leave from the area for a period.

We hope that you will give us the clear reply as soon as possible.

Last Wednesday, the US embassy in Colombo issued a statement that welcomed the Sri Lankan state's recent victories in the war with the Liberation Tigers of Tamil Eelam (LTTE) and urged Sri Lanka's government and military to press forward with the annihilation of the LTTE. The key passage in the statement read: "The United States does not advocate that the Government of Sri Lanka negotiate with the LTTE, a group designated by America as a Foreign Terrorist Organization since 1997."


Within hours of Washington formally renouncing its support for a negotiated settlement to the 25 year-old civil war, the Sri Lankan government banned the LTTE.


The Sri Lankan state has now arrogated to itself the power to jail for up to 20 years those it accuses of "supporting" the LTTE. Since resuming offensive operations against the organization in 2006, the government and military have leveled this charge against virtually anyone opposed to the war or even the government's right-wing socio-economic policies, from socialists and striking workers to the Tamil National Alliance, a 20-strong parliamentary grouping that considers the LTTE the only legitimate representative of the Tamils in negotiations with the government.


Colombo had previously outlawed the organization, but lifted the ban in 2002 when a truce was declared and the Sri Lankan state and LTTE agreed to enter into peace talks.


The brief interval between the US's repudiation of the "peace process" and the Sri Lankan government's ban on the LTTE exemplifies Washington's criminal role—as both instigator and facilitator—in the communal war mounted by Sri Lanka's Sinhalese bourgeois elite.


Washington encouraged Colombo to resume the civil war in 2006 and has aided and abetted every step of the Sri Lankan military's bloody advance. The new-found prowess of the Sri Lanka military is due almost entirely to the support it has received from Washington directly or from key US allies.


The Pentagon admits to having provided counter-insurgency training to Sri Lankan troops, as well as intelligence and "non-lethal" weapons. The latter includes sophisticated maritime radar equipment that has enabled Colombo to disrupt key LTTE supply routes from India. Meanwhile, Israel and Pakistan, whose governments and militaries are close US partners, have provided the Sri Lankan military with an expanded and technologically-enhanced arsenal.


US pressure was critical in getting Canada, the states of the European Union, and other countries to proscribe the LTTE. These bans have deprived the LTTE of financial support from the hundreds of thousands of Tamils chased from their island homes by the civil war.

Sri Lanka wants to suppress and destroy the Tamils before Obama takes office, Tamils believe; Tamils want Obama to send a strong signal that whatever Sri Lanka does will be reversed and punishable by the new administration.

(PRWEB) January 8, 2009 -- A new Sri Lankan offensive that appears to be on the verge of crushing the Tamil resistance frightens Tamils and makes them think that Sri Lanka wants to win the war before January 20, 2008, when Obama takes office.

The Bush administration was supportive of the Sri Lankan government, considering the Tamil resistance a terrorist movement. Obama, who said he considers genocide to be the only reason he might have the U.S. intervene in any foreign conflict, is expected by many to reverse this policy.

Sri Lankan victories (in Killinochi, for instance) lead these Tamils to believe that the Sri Lankan government means to (and will be able to) crush the resistance and complete the genocide in a short time.

Tamils for Obama hopes that Obama and Clinton will realize the urgency of the situation in Sri Lanka and will act to warn Sri Lanka that further atrocities will have serious consequences for them when the new American administration takes office.

The 1948 International Convention on the Prevention and Punishment of Genocide signed by 135 countries including India and Sri Lanka has defined the term. By that definition, we can say there has been no genocide of Tamils in Sri Lanka since 1983. There are prominent Sri Lankan Tamils who concur with me, such as Anandsagaree of TULF, S C Chandrahasan of Oferr, Devananda, presently a minister, and former senior LTTE area commander and now MP, Karuna.

What should India do now to secure Tamil human rights, since the Tamils are squeezed between the devil (LTTE) and the deep sea (Sinhala chauvinists)? India must assist the Sri Lankan government to take out the LTTE, and the same time tell President Rajapakse that following the end of the LTTE, India reserves the right to intervene militarily if the Sri Lanka government does not implement, as promised, a proper devolution of powers for the Tamils under the Constitution of Sri Lanka.

The very premise that the only outfit that could have enabled the Tamils in Sri Lanka to get their rights is the LTTE is wrong.

In fact, the LTTE was an impediment to Tamils securing their rights, and was a greater threat to that goal than the Sri Lanka Army (SLA) itself. Physically, the LTTE has eliminated all Tamil leadership because they are a fascistic outfit which cannot tolerate any other leaders. Thus, they killed hundreds of moderates and other leaders from among the Tamils. Then, civilians have been used by the Tigers as a tool against the SLA.

With a defeat, the LTTE can’t be a political force, but will become a terrorist force, one which can’t operate as a military outfit anymore but reverts to suicide bombings and suchlike. And that might be a problem Sri Lanka has to live with for some time. If the LTTE collapses, India should at that point intervene diplomatically and ensure the Rajiv-Jayawardene accord, which was the best thing to happen to Tamils in Sri Lanka, is implemented. India must ensure the devolution of federal power to Tamils, etc, takes place.

Karuna feels humiliated by Gen. Sarath Fonseka's remarks
Tamil Makkal Viduthalai Puligal (TMVP)leader and national list MP , Vinayagamurthy Muraleetharan alias “Colonel Karuna” is reportedly feeling humiliated by some remarks made by Army commander Lt. Gen Sarath Fonseka to the media.

According to TMVP sources “Col” Karuna feels that General Sarath had deliberately humiliated him.

According to TMVP sources Karuna had been of immense assistance to the army in its fight against the LTTE by providing extensive information at many levels

TMVP cadres had also fought in eastern battles.

At present TMVP cadres along with EPDP cadres are functioning with military intelligence to abduct and kill suspected LTTE supporters.

But TMVP sources said that Karuna is unable to claim these actions openly as some of them amount to crimes against humanity.

Official acceptance of “collaboration” will also affect the TMVP in elections as Tamil voters could reject them.

“It was unfair for the Army chief to belittle us when he knows it is not correct and that we cant openly say so” said TMVP circles.

I heard a funny quote on the radio today by a journalist about “shiny ball” stories. These are stories that she and her colleagues love running after, seem exciting and give great sound bites, but divert your attention from more pressing matters.

And lo and behold, on Monday morning, leafing through the National Post, I came upon an editorial on how Canada should address a potential onslaught of Tamils Tigers landing on Canadian shores to seek refugee status, should they lose the war against the Sri Lankan government. Was that a collective “huh??” I heard voiced by the Canadian Tamil diaspora as they read the same article?

The shiny ball story, if it is even plausible, is the improbable escape of Tamils Tigers to Canada but behind that lies the many sad and very real issues happening today that better merit the focus of the intelligent National Post Editorial Team.

The jets bombed the daylights out of them. The ground forces invaded. At long last the murderous suicide-bombing terrorists were being suppressed in a military campaign. Their total defeat put an end to any notion that the terrorists and their sponsors would be granted their own state. Many civilians were killed and wounded, yet not a single protest was made against the invasion anywhere.

I refer to the conquest over the past few days by the army of Sri Lanka (once called Ceylon) of the holdout city of the Tamil independence rebels. Kilinochchi was the last town held by the Tamil "Tiger" Rebels, a group considered a terrorist group by the United States. With it fell the last Tamil hope of setting up an independent state or even of getting autonomy inside Sri Lanka.

The Tamils do have their own state inside India but were not satisfied with that manifestation of "self-determination." Kilinochchi, 579 kilometers north of Sri Lanka's capital Colombo, was until recent months the center of political power for the rebels.

Over the years, 65,000 people have been killed in the war with the Tamils in Sri Lanka, almost all of them civilians.

Meanwhile not a single Solidarity-with-the-Tamil-Tigers protest has been organized on a single Western campus or in a single downtown square. Jewish leftists have not taken to the streets to demand an end to the war of aggression against the Tamils. Leftist websites have not proclaimed every injury of a Tamil civilian to be a Nazi-like war crime by Sri Lanka and an act of genocide.

The Eurocrats have not pontificated about how the Sri Lankan response to terror was out of proportion. The BBC did not describe the Tamil suicide bombers as activists. The International Solidarity Movement has not sent in protesters from the West to try to defend the terrorists. Communists and fellow travelers have not organized flotillas of boats carrying aid to the terrorists to "break the siege."

A day after the Sri Lankan army took over Kilinochchi, the so-called administrative capital of the Liberation Tigers of Tamil Eelam (LTTE) and pushed the harried rebels to the northern jungles of Mullaithivu, India has sent a select team of officials from the Research & Analysis Wing (RAW) on a secret surveillance mission across the Palk Straits.

The Times of India quoted unnamed sources in a report published today as saying that an aircraft belonging to the Air Research Centre (ARC), a top secret wing of Indian external intelligence agency (RAW), took off from Chennai airport around 3am on Saturday, January 3.

As 2009 settles down, it looks as if Asia's longest running war is finally entering its death throes.
The Sri Lankan Army (SLA) earlier this week captured Kilinochi, the de facto capital of the Liberation Tigers of Tamil Eelam (Tamil Tigers/LTTE). The casualties are unconfirmed, but it seems from initial news reports that little resistance was put up by the rebel group, famed for its suicide attacks that have killed, among others, the former Indian Prime Minister, Rajiv Gandhi.

As the ground once held by the Tigers seems to be melting away, a new question now arises. What will happen on this tiny island, blighted by a generation of Civil War? While the Sinhalese are the majority in Sri Lanka, 15 percent of the population are Tamil, and a further five percent are from non-Sinhalese backgrounds.

The Tamil Tigers are known for their brutality, their monetary extraction from the public and uncompromising stance with regards to personal freedoms such as extra-marital relations. The fact that they were allowed to rule and dominate the life of Tamils for so long, shows that they (at one point) had wide ground support from ordinary men and women.

The Sri Lankan army is in effect becoming an occupying force and is going to have to stay in that role for many years to come. Despite the military victory that seems to be apparent, the government of Sri Lanka has to face up to the reality that one in five of its population does not identify itself with the imposed majority culture of the Sinahalese, does not speak Sinhala (the language of the Sinhalese) or the state religion of Buddhism (which the majority of Sinhalese adhere to).

Poll shows Tamils internationally favor separation from Sri Lanka as solution to the genocidal civil war, and want quick U.S. support.
(PRWEB) January 1, 2009 -- This poll was conducted world-wide among Tamils. The result may surprise anyone who listened to the many international policy makers who stated that Tamils wanted to live in a united Sri Lanka, and did not support any independence movement. These policy makers include some leaders from the E.U., Japan, India and the current Bush administration.
Tamils want separation, the poll shows: separation was supported by about 90% of the respondents. They want the Obama administration to send former senator George Mitchell (Bill Clinton, Richard Holbrooke, Colin Powell, and Condoleezza Rice were the other choices) to stop the genocidal war and initiate the process of separation.

Crackers are lighting everywhere in the country truly they are well wishers of the Security forces or our heroes or our boys. Many people were with smiling faces and while some were enjoying within. People were brought to the streets as pre organized by the governing party for political mileage but some joined voluntarily as they really decide to celebrate. State buildings quickly responded towards the official state declaration with national flags being hoisted.
